Health Center Governance in Accelerating Stunting Reduction: A Phenomenological Study on Policy Implementation Gaps at Ngantang Health Center

Abstract

This study analyzes governance gaps at Puskesmas Ngantang in supporting accelerated stunting reduction. A qualitative phenomenological design was conducted from February to June 2026 with the head of the health center and seven supporting stakeholders selected purposively and through snowball sampling. Data were collected through in-depth interviews, participatory observation, and documentation, with source and method triangulation. Results show strong leadership commitment, but uneven cross-sector coordination, budget-priority constraints, inconsistent inter-institutional data, and weaknesses in supervision, reporting, and cadre capacity. The proposed strengthening model integrates transformational leadership, routine cross-sector coordination, data-based planning, convergence and family assistance, and continuous monitoring supported by cadre training and digital reporting
